Milner will join the professional education company on 1 July, when Executive Chairman Martin Morgan will return to being a non-executive chairman.
Wilmington has been looking for a new CEO since January, when it announced that Pedro Ros would step down with Morgan running the company until a replacement was found. Ros's departure followed a period of underlying revenue decline and the decision to write off the company's legal education unit.
Morgan said: "Following a thorough independent external search process, we are delighted that Mark Milner is joining us as CEO. This is an important point in Wilmington's evolution and Mark's experience in both sales and operations in digital media businesses will be hugely valuable to us during this stage of our development."
Milner has worked at DMGT since 2001 including a recent five-year stint as head of the property information division. Before joining DMGT, he worked in newspaper commercial sales. Wilmington provides education and services for the risk and compliance, professional services and healthcare sectors.
