The watchdog, which has made an initial enforcement order, said it is inviting comments.
The CMA is considering whether the deal will result in a "substantial lessening" of competition within any market or markets in the UK for goods or services.
CVS bought Quality Pet Care on 19 August for £20.4m. The business comprises eight companion animal veterinary practice sites across the UK.
